Dedicated ISPF Client Gateway configuration for DBB

Today, DBB's API for TSOExec and ISPFExec use the default system wide ISPF Client Gateway configuration.

When the build framework has specific requirements on the configuration, such as the Db2 library on the STEPLIB or using the interactive gateway implementation instead of the legacy configuration, it would be preferred to have a ISPF Client Gateway configuration just for DBB.

DBB should ship its own ISPZXENV configuration; the configuration of it needs to be included in the documentation in the basic install and configuration section.

    Moved it to "not under consideration" as the request was to ship an ISPZXENV file, which does not align with what we want to do. I will open an internal work item to track the documentation update.

    We will enhance https://www.ibm.com/docs/en/dbb/2.0.0?topic=dbb-host-configuration-guide to include this. But we do not feel comfortable shipping a version of ISPZXENV file. We prefer that customers get it from the ISPF directory with their already existing customizations and make additional customizations for DBB. Additional customizations will be documented on the page above.
