Improve startup time of build environment groovyz

For builds with a small build lists - such as user builds or feature branch builds, the startup time for the environment of groovyz (including JAVA and the interpretation of the groovy scripts) takes a significant time.

While the personal or shared daemon are expected to be used on ZDT environments, the startup time of the build environment on IBM Z machines needs to be improved as well.

Possible ways, I can think of:

* Allow the daemons to be implemented also on IBM Z environments to provide a set of preloaded environments, specifically for the technical user driving pipeline builds. Keep in mind situations where 200 developers might run a user builds concurrently (too high memory allocation if all use a personal daemon task).

* Implement a DBB Started task, similar to the RSE technology, that supports impersonation and manages a pool of threads.
