Introduce new extension, .spcbl, and potentially a new boolean variable. ${IS_SP}, to be used in DBB and other DevOps products for Cobol Stored Procedures.

Currently there is no easy way to determine if a Cobol program is a Cobol Batch program or a Cobol Stored Procedure.  Since they have different compiler options, it is important to be able to indicate to DBB and other DevOps tools which one - Cobol Batch or Cobol Stored Procedure - is going to be built/compiled.  One option is to use a new extension, spcbl, to indicate that we have a Cobol Stored Procedure.  Since IBM Developer for z/OS uses the spsql extension for native Stored Procedures, the spcbl extension follows this pattern.  Would have liked to be able to use a boolean variable, for example ${IS_SP}, but so far have not found a way to do so.  If this extension is approved, it should be made a standard across all DevOps products as applicable.
