Change Debug Tool to allow the remote debugger (RDz) to allow valid Cobol command to MOVE SPACES to GROUP-ITEM

The Enterprise Cobol compiler (v4.2) allows setting the value of a group item as a standard COBOL statement, but RDz/Debug Tool does not allow it.

It begins with a Working Storage definition like this:

01 WS-VARIABLE.
05 WS-ITEM1 PIC 9.
05 WS-ITEM2 PIC 9.

We are able to Monitor the WS-VARIABLE expression in RDz, and it shows
us the two elementary items below it. We are able to modify the
elementary items to numbers only BUT not spaces. The compiler
allows the MOVE statement of numerics to the elementary items. But the
compiler also allows the MOVE SPACES statement against the Group Item
(WS-VARIABLE) without question, because it appears that the group items
are implicitly registered as Alphanumeric data. RDz/Debug tool does
not allow you to modify the WS-VARIABLE item at all. It forces you to
modify the elementary items instead. Even within RDz, if you choose to
SHOW TYPE NAMES within the Variable window, it displays the WS-VARIABLE
element as a Character type. We would like a way to get RDz to allow
modification of the underlying elementary items by modifying the group
item just as the compiler allows.
