Selection sequence for Debug Tool

In our development environment we typically have between 10-30 active
DTCN profiles at the same time.

Some time the user happen to intercept each other debug profiles. For
instance if we have a simplified example below:

DTCN profile A
Userid *, program HELLOCB

DTCN profile B
Userid A12345, Program HELLOCB

Executing on CICS
Transaction ABCD, userid A12345, program HELLOCB

In this case the user of profile A dont know where the program is
invoked from, but just expecting to debug whenever its activated.

And user of profile B knows that he needs to debug the program when a
specific userid is running the transaction.

DebugTool will simply choose the first fitting profile based on some
unknown sequence of looking in the debug profiles. However it would be
nice if it was possible for DTCN to select the most specific fit of a
debug profile, instead of just taking the first. In our case it makes
sense to just use the userid as most specific determination, however
if possible (without too much performance issues) transaction and
possibly also program name could be used to decide also. (If userid is
not enough to determine most specific)
