Set breakpoint on WHEN statements for COBOL

Consider the following statements:
276 EVALUATE TRAN-CODE
277 WHEN 'PRINT '
278 PERFORM 200-PROCESS-PRINT-TRAN
279 WHEN 'TOTALS'
280 PERFORM 300-PROCESS-TOTALS-TRAN
281 WHEN 'ABEND '
Debug Tool will not allow you to set a breakpoint at line 277 279 or 281. You must use the following line set a break point to stop there. In addition, when setting a breakpoint at 278, the auto monitor does not show the values of the previous statement with SET AUTO ON BOTH. In fact, no values are shown for TRAN-CODE with auto monitor, even if the program is coded as:
276 EVALUATE TRAN-CODE
277 WHEN 'PRINT ' PERFORM 200-PROCESS-PRINT-TRAN
278 WHEN 'TOTALS' PERFORM 300-PROCESS-TOTALS-TRAN
279 WHEN 'ABEND ' PEFORM 400-PROCESS-ABEND-TRAN
280 WHEN OTHER
This requirement is a request to allow a breakpoint on the WHEN clause as shown in the first example, and depict the values in the WHEN clause in the automonitor.
