Debug-Tool in IMS-PWFI: Allow re-activating DT with CEETEST after QUIT DEBUG

As shown in PMR 78229,031,724, DT is OFF in this ASID and will not start up again if you enter QUIT DEBUG.

We need to support our developer to recreate and find serial re-usage bugs in IMS-transactions. Because we started using PWFI (pseudo wait for input) for lots of our IMS-classes, we have a much higher chance of running into those bugs.
Thus we want to help the developer in this way: There will be the ability to move a TX into an IMS-class running in only one region on only one LPAR on the DEV-Sysplex.
