Provide monitor, list, and update capabilities for z13 vector registers

Provide capabilities to work with vector registers, using commands and features similar to the way that floating point registers can be accessed.

1) For commands that currently support floating point registers by using the %EPR variable, add support for a new set of variables that represent vector variables, for example %VR. Example commands:
LIST %VR16
MONITOR LIST %VR16

2) LIST and MONITOR LIST commands for the entire set of vector registers. Example commands:
LIST VECTOR REGISTERS
MONITOR LIST VECTOR REGISTERS

3) In the eclipse interface, add support to display and update vector registers in the Registers view.

    This RFE has recently been reappraised against the wider product strategy and does not fall into IBMs delivery plans for the next 12 month. Whilst this RFE might be valid and we might look to deliver longer term, this RFE is being rejected at this time.
