EQAOPTS option EQAXOPT DLAYDBGTRC and Tracelevel in EQAD3CXT should have an option to suppress evaluating trace entries

The customers (i.e.) Fiducia are using trace level2 either in EQAD3CXT or EQAOPTS, because if the Debug Tool does not start up, they can see exactly what the user did wrong, but the system Log and Job log are flooded with other evaluating messages ie. for IMS.
