EQADPFMB should be in CICS Storage

DebugTool user profiles are placed in VSAM file EQADPFMB for CICS. If DebugTool is turned on for CICS, there are many get requests on this file even DebugTool is not used.
It's not possible to make EQADPFMB a CICS table.

    Thank you for taking the time to suggest an enhancement to our product. Many of our product enhancements result from feedback from our customers, so your input is always very important to us. However, your request for enhancement is not currently aligned with our product strategy and vision and we have no plans to address your request in the near future. The requirement will be kept in the Idea system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then. Again, thank you for your suggestion and continued support
