Improve the process used to SET WARN OFF for optimized code

When debugging with optimized code, with WARNING set to ON, the results vary. For standard mode, no message is produced, and the JUMPTO works correctly. For compatibility mode, the message below is issued. EQA2201E The JUMPTO is not allowed, perhaps because of optimization and SET WARNING is ON. I updated training materials to depict how to SET WARN OFF in the debug console, and repeat the JUMPTO command. This requirement is to change this message to a message similar to what is used for an abend, where the user has a choice to continue by clicking a radio button. This would eliminate the extra steps of SET WARN OFF in the debug console, and repeating the JUMPTO command. When testing this I experienced mixed results. With COBOL 6, the SET WARN OFF allowed the JUMPTO to proceed. With COBOL 4.2, even after issuing the SET WARN OFF command, which was accepted in the debug console, the JUMPTO was not permitted, and the message persisted. This may be a bug.

    This requirement has been re-assessed. It is not likely that this will be implemented in the next 1-2 years and so it is being declined at this point. The requirement will be kept in the Idea system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
