Standard mode of z/OS Debugger must support CODEPAGE option to show PL/I sources in Japanese correctlly.

When the customer debugs PL/I application using standard mode of z/OS debugger, remote debug UI shows garbled PL/I sources. Debug Tool compatibility mode supports an option to specify codepage of source files, so the customer can see correct PL/I sources by using the option.
However, standard mode doesn't support such option, so the customer can't see the correct PL/I sources in debugging.
Standard mode should support an option to specify codepage of source files.

    Debug Tool is considered the strategic debugger and we do not plan to continue to make improvements or enhancements to the standard mode debugger.
