Allow to reload the debug file manually

Manually reload debug file that was created under USS.
1) When the auto debug file load fails, the source code view has 1 blank line only. I cannot reload manually.
2) When the debug file path in the load module is not available in the test z/OS USS environment, I like to load debug file manually.

    When the remote debug session is notified that the debug engine has failed to locate the source or listing for the program being debugged, the Debug Editor should have a button that the user may click to locate the source.
    A empty editor with 0 lines in it indicates that an error has occurred with either the debug engine, or in the remote debug UI in eclipse, and is a defect. Please contact IBM Support for assistance in resolving this issue.
