request to have debug managers certificate to be imported into client keystore upon request

debug manager connection should have its own certificate however if the signer is not the same as RSE connection certificate then it needs to added manualy to the client keystore . This should not be needed . The first time the secure Debug manager connection starts up the client should be ask if the signer is trusted and wants to import the certificate.
