Allow the hostname specified in Liberty's server.env file to map to "localhost"

When performing DR testing we use different DNS names for the LPARs hosing EKMF. As part of each test we have to change the hostname in server.env to the DR DNS name. To alleviate this need it would be nice if Liberty would allow the hostname to be specified as 'localhost' allowing it to resolve to whatever the IP is for that LPAR.

    Changes to the configuration options for server.env was provided as part of the EKMF Web External release v.2.1.0.6.
