Provide a validation job for the setup of the two DB2 databases required by EKMF Web.

EKMF Web requires two databases (one for key management and one for the scanner) that incorporates many structures and fields.  Providing a validation job will ease the DBA's job and prevent frustration when it is time for the user (not the DBA) to use the product.

I agree the EKMF install jobs need a README fille with some explanation of the jobs/DDL, an INDEX with the sequence of DLL submission, and a CHECK job for post-DB2 install of EKMF that verifies the DB2 components are in place and correct.
