Add new FA command to display dump data in ASCII

Fault Analyzer currently does not provide a command which allows switching dump data display between EBCDIC and ASCII. Currently, we need to set up a formatting exit. This is way too much trouble simply to have the data displayed in a different format, and we don't want our users to have to set up FA exits. More precisely, I don't want the users calling me to create an exit for them. Also, looking at the documented example, it appears that the address of the data to be displayed needs to be specified in the exit. That is just too specific and would require the exit to be changed constantly.

    Fault Analyzer V13 has been enhanced such that the hex storage display now has an EBCDIC / ASCII "hotspot" that allows the user to swap the interpreted hex values accordingly.

    This enhancement will be delivered in IBM Fault Analyzer for z/OS V13R1M0 APAR PI19883
