On return from IDISNAP give FAULT ID

Add the ability to return the fault id and possibly the fault file name from a call to IDISNAP.
As discussed with Adrian Simcock via email (see below) on 2/21/2019.

Hi Pat, everyone

There is no direct way to get the FAULTID passed back to the caller of IDISNAP. It could be done using a NOTIFY exit by writing the FAULTID to a file, for example, and then after the call to IDISNAP read that file but to be honest this is a bit cumbersome. I can see a wider benefit/usage of having the data passed back on an IDISNAP call so if you would like to raise an RFE I will see about getting it implemented sooner rather than later. I can't make any promises but if the RFE is raised fairly soon I might be able to get the right people on the task for delivery in 14.1.7 which is targeted for June '19. Please include in the RFE text that you have spoken to me about this.
