Improve auto-managed PDSE history file space management

Improve Fault Analyzer space management of auto-managed PDSE history files, reduce x37 abends. Reduce space problems resulting from deletion of fault entries using IDIUTIL or when making adjustments to minfaultentries.

    Support is available in Fault Analyzer V14 which became Generally Available 8th September 2017. PI82452 delivers the support to V13.

    PI85753 addresses a defect in space management that also contributed to growth in the history data sets.

    This is a bug that needs fixing. Why instead is there an improvement that needs voting for in an RFE?

    In "IBM Fault Analyzer for z/OS V13R1 User's Guide and Reference", section "AUTO-managed PDSE history files" it states:
    "Once more than the minimum number of fault entries exist, then Fault Analyzer
    deletes the oldest eligible fault entries, in excess of 25, to provide the space
    required for writing new fault entries."
