File Manager Base support for Unicode

The example you have provided has the compiler option
NSYMBOL(NATIONAL).
The option specifies that N type data will contain national data as
opposed to DBCS data which requires the compiler option NSYMBOL(DBCS).
In respect to NYSMBOL, DBCS here is referring to two byte unicode
representation (UTF-16) rather than a double-byte charActer set such as Katakana.
Further when the N data fields are displayed using the DISPLAY-OF
function, the function is performing unicode conversion to the cobol codepage.
This is documented in the DISPLAY-OF intrinsic function description.
While File Manager supports DBCS data which must be displayed on a
Katakana terminal and is enclosed in SI/SO characters for display purposes it
does not currently support NSYMBOL(DBCS) or NSYMBOL(NATIONAL) as this
is UNICODE data, rather than Katakana DBCS characters. The clash of acronyms
is unfortunate where the meaning can be easily misconstrued.

    Unicode field support was added to File Manager, from V13 APAR PI07261 onwards.
