Allow File Manager Base to update VSAM files under Record Level Sharing

As reported by Sterling Commerce, when a VSAM file is opened by File Manager for Edit mode, that is participating in Record Level Sharing, the open fails with "IEC161I 006-0122,MFDEVST,TSOPRIM,SYS00133,,,EDISTAG.NET.CLIENTTP,, IEC161I CATALOG.ISIMUSER". This is likely because the parameters RLS=NRI are not included when the file is opened. Competitive products will process this open correctly.

    File Manager now supports record level sharing.in all supported versions of the product. Apologies for the late closure of this RFE.
