Using File Manager to edit RLS VSAM files

System: Transaction Manager with RLS VSAM Files
Actor: Application developer doing tests.

Application developers commonly use File Manager to edit VSAM files to prepare them for specific tests. Many times this is done while our Transaction Manager Job already allocates the file for update (the files are created with Shareopt 4).
Now we are beginning to open VSAM files with RLS or TVS options, and the developers cannot edit them with File Manager without freeing them before. So they need log in the Transaction Manager and inactivate the file, then edit the file and activate it again.
Therefore, they would prefer if File Manager could open these files with RLS option and could edit them without the need to inactivate them in the Transaction Manager.
