Provide security for File Manager/CICS by CICS Subsystem

Provide CICS subsystem security for File Manager/CICS by allowing a statement similar to the one below to allow update access by CICS region. Currently, all CICS regions, or none can be protected.
RDEFINE FACILITY FILEM.CICS.UPDATE.ssid UACC(READ or NONE)

CICS Applid or CICS Jobname, may be used as ssid, or any field that can be isolated to a specific CICS region or plex.

The customer work-around is to use a STEPLIB with an FMN3POPT macro with SEC=YES and FILEM.CICS.UPDATE protected. However, this requires two distinct FMN3POPT macro definitions for the customer, and becomes an issue with a new install, where it is likely one of the macro definitions are overlayed with incorrect data upon subsequent installations.
