FileManager FileChange utility should allow for change in record lengths for variable blocked records

I'm using the Find/Change utility to change all the members of one PDS easily.

If I do: CHANGE 'FROM' 'TO' it only works if the TO string <= to the FROM string.

CHANGE FRED BARN works
CHANGE FRED SUE works
CHANGE FRED BARNY finds all occurances of FRED but doesn't change anything.

The PDS I'm working in is variable blocked.

File Manager support has pointed to doc that says
a current limitation of FCH is that it doesn't change record lengths.

This requirement is remove this limitation.

    FCH and Enhanced change now both have a new option MEMORY which supports changing of record lengths. This was delivered via PTF UI79351

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    For recording keeping, the previous attributes were:
