File Manager for DB2 - add control access to IDAA

We need to be able to control whether or not File Manager for DB2 accesses data from DB2 or IDAA. Our zparms for IDAA are set to NONE, so unless we can instruct File Manager for DB2 to use IDAA, it will never access IDAA. This is a big limitation for using File manager for DB2.

    IDAA is hardware based accelerator for certain SQL queries which DB2 may choose to exploit when one is available. As such, IDAA availability should be transparent to FM users.
