File Manager EDIT Allows PACK ON while ISPF Global configuration option Global_Disable_Pack=YES in effect

We have an ISPF Configuration modified via usermod where we have enabled Global_Disable_Pack=YES so that no ISPF users are able to create PDS Member(s) with PACK ON , however realized File Manager EDIT allow users with PACK ON on the systems where global option is disabled.
A Case with IBM was opened TS004739142 and look like developer would like to go route of RFE therefore raising it.
