Enable SQL simple comments in FM/Db2

Why useful:

 CA FILE-AID (and QMF) supports SQL simple comments, but FM/Db2 does not. With this enhancement it will be easier for their users to transition to FM.

FM/Db2  just ignores any statements after an in-line '--' comment.

Current FM/Db2 behavior for '--' comments

* Option 4.3 'Enter, Execute and Explain SQL' does not have support for using the characters '--' as comments. Db2 when processing the SQL statement will treat anything after the '--' as comments.

* Option 4.4 'Edit/Execute SQL (Data Set)' does have support for comment characters but they must be the the first non-blank characters in a record.

In Option 4.4,  when executing SQLs like below, FM/DB2 ignores any SQL statements after an in-line comment without any warning message.
