Package HATS runtime as a shared library

Currently HATS packages its runtime as part of each EAR developed, so when deploying multiple applications (if they cannot be packaged in a single EAR) takes a lot of disk space on WAS servers due to multiple copies of the same code (around 28 MB per EAR).
So the request is to have the capability of having runtime as a shared library in WAS that could be reused by all HATS applications installed

    Several options have been explored, and at this time it has been decided that the best option is to provide documentation to the customer, of a suggestion to implement this function.

    This also affects memory usage since the host access jars are going to be loaded multiple times (once per application)
