Externally managed User Lists

Externalize the userIDs and passwords in the User List function so that the client can update the passwords without modifying, rebuilding and deploying a new application. For example in the User List section allow for an external properties file to be read when the project starts and keep all this in memory. Or read the list when ever a new connection is needed. This way you could externalize the entire user list.

By external, I mean not embedded within the EAR file. I would prefer that the name and location of the file be stored in a WAS variable/property and that HATS reads the location from the variable/property and then reads the file. This would make this function more platform independent.
