Chapter 7. Assembling your program on z/OS of the HLASM Programmers Guide (SC26-4941-05) has a section on Return Codes (page 171).
I agree the suggestion that the returned RC for ASMA90 - when invoked from JCL and the user has supplied a batch of programs - ought to be the highest rc from each of the assemblies.

I don't know of any case of the assembler providing a negative return code, but, just in case, the specification ought to be, in my opinion:
If any individual assembly in the batch produces a negative return code, then the final return code of the whole batch is the negative return code with highest absolute value; otherwise, the highest positive return code.
