AMODE Default with ELF32 Option

Currently, a missing AMODE, RMODE defaults to 24 on Linux on z, which is incompatible with the ELF32 option. These options could be set by the linkage editor on other operation systems but not on Linux.

By giving a parameter option, this default behavior could be changed to be able to assemble HLASM sources on Linux on z without changes to the source.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Enterprise Tooling
Product - High Level Assembler (HLASM)

For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Enterprise Tooling
Product - High Level Assembler (HLASM)

I agree that a default AMODE 24 with ELF32 is nonsensical.
    We accept this requirement.
