Allow multiple HOD Admin IDs to be defined using the Admin client

In our environment we currently have multiple administrators but are required to have unique IDs and passwords for each person so passwords are not shared.  We are asking for a way to define users withing the HOD Config Server (HOMSRV) to indicate that they are admin users and will be given all the same abilities as the current admin user has.  In addition to defining new admin users we should be able to define them as RACF (SAF) users to allow their ID/password to be validated via the local security manager (RACF, ACF2, TSS) for servers on z/OS.  There should also be an easy easy way to list the current admins. 

Due to STIG we are also supposed to be using CAC/PIV (Client Certificate Authentication) to login instead of userid/password. It would be very helpful if CAC/PIV could be supported as well.
