Allow ability to point the config server task (HOMSRV) to a different location for private directory

We would like to have the ability to point the config server to other than the default location that resides in the HOD file system. Currently your documentation discusses using links or mounts but we would like to have the the ability to override the location on the command used to start the config service. This would allow us to manage the configuration database easier especially when upgrading HOD version/levels. By having this capability it will allow us to share the HOD file system between multiple instances of HOD but still maintain the unique user/group definitions.
