HOD 12.0.0: add support for the eclipse 4.x version

Trying to use the product inside eclipse 4.7 the plugins, as are packaged by the utility present in the product to be used in eclipse, cannot be installed within version 4.
The problem comes from how plugin.xml and fragment.xml are made: they don't follow eclipse 4.x standards.
Placing all the libraries dependencies inside the manifest and not in the plugin.xml or fragment.xml solved the problem.
From our L3:
"We have tested HOD V12.0.1 and eclipse 3.4 and java 8 it's working fine with no problem.
We will add support for the eclipse 4.x version in the next currency update of HOD.
We only asked customer to raise an RFE is just for tracking purpose."

    WCT plugin creation is applet based.
    Applet support has been removed my Java vendors(IBM and Oracle).
    Hence we are moving this to rejected state.
