Create a transaction which performs the same function as HGSC option 3 - Activate saved setting so that users can enter it from a console. For example, HGxx SETTING=name,TYPE={G|U|B}}

HGSC is the menu driven transaction, so someone has to logon to the CICS regions and run the activate option to change the time offset for the global offset and/or the user offset. This is no good for our environment because;

It takes a lot of time to  activate the settings in many CICS regions. It requires file AGGSCDS defined with all the update, add, delete attributes. Multiple CICS regions share the same AGGSCDS dataset. It means we have to set the file attributes one region by one region to run HGSC, then remove the attributes to move on another CICS region . The new transaction should be designed to only read AGGCSDS file. I believe the HGSC option 3 can be performed without the update attribute in the AGGSCDS file definition.

With the one line command from console, the customer can change the time offset without bouncing CICS or going through the menu and the file attributes change when the Daylight saving time change is performed.
