Retain tiered history statistics reports in a combination of daily weekly monthly and yearly

Currently our repository is filling up due to daily collections of all database datasets. We store sensors from sensor jobs, CIC, BIC and PCP. We have been able to maintain a steady size at a level of 30 reports for the sensors.

This means, that although we have been using this tool for many years, our history is only 30 days.

I would like to see 30 days of history for the selected report. When it rolls off, it creates a single WEEKLY report. This can be from one entry to a setting to accumulate the average for that week. 

When the weekly rolls off it creates a monthly record. And when the monthly rolls off, it creates a yearly.

The settings would be as follows:

Daily report: keep 30 days; This results in 20 reports. Setting days or number of reports.

Weekly report: keep 31 days: This results in 4 reports for each month.   Setting days or number of reports.

Monthly report: Keep 365 days:  this results in 12 reports for a year.  Setting days or number of reports

Yearly reports: Keep 5 years: This results in 1 reports per year.  Setting days or number of reports

The purge or roll-off utility will run either daily, weekly or monthly.

We have started storing similar data in CSV files to reduce space used on repositories.
