Many times virtual machine belonging to the same network (private or external) may needs to use the same security groups. For example the reachability to some company infrastructure services (like NTP, DNS, etc) needs to be reachable using the same security group. So the needs from this Idea is to permit the attachemnt of a security group not only to a VM instance but also to a network. So all the VM joinming the network can have automatically attached the related security groups. This feature is always availabel on ICP like azure and AWS.
