New Functions for RDz' Menu Manager

we need new functions for RDz' menu manager, so we can provide more comfortable functions for our developers without writing plugins oder using the sclm perspective.
The functions are:

- ?openfileafter, a member which is modified by a REXX procedure, called by menu manager, should be opened after, so that our developers can work with that member

- ?refreshviewafter, the outcome of a refresh, copy oder any other menu manager function should be visible to the developer, so the view in which the menu manager function was triggered should be refreshed, this includes the pl/i-editor

- menu manager actions for different functions could have the same names because of the different contexts some actions should behave different, but should have the same outcome
