Using IBM Developper for System z - Debug Tool should enable to configure the DBGMGR default wait time.

Using Debug Miner, Debug Manager notifies the z/OS Debugger client of the user who will receive this debug session. If the user is not registered at this moment, the debug session goes dormant. Debug Probe will wait 300 seconds in standard mode and 300 to 600 seconds in Debug Tool compatibility mode, if the user is still not registered, the session will time out.

This issue has a greater impact with regards to transactions started externally (via MQ, for example).
A web service with a CICS back-end doesn't need a terminal -
Each POST action may launch a new debug session (which fails to start and gets stuck).

When using DBMDT some sites expect it to timeout after a more than the standard timeout..
