Change preferences for LPEX editing so the developer can decide if and when the include members are refreshed for editing

With RDz version 7.1.1 the include members are refreshed with every action executed in the LPEX editor. Since Fortis has an average of 30 include members in each PL/I program this takes a long time. It can be up to 4 minutes when working with a source that contains 50 include members. Since these members do not change that often and the workbench is not usable when the refreshment takes place, we want to have control over the refreshment ourselves. In the preferences of RDz there must be a setting where we can tell LPEX that refreshment of the include members is turned off or on.

The Lab is already working on this solution. It comes as a solution for PMR 14890,999,788.
