Add scoll bars to IDz Program Control editor windows

With Program Control Flow editor, there are no scroll bars on the right or bottom of the view. These would allow one to at least be able to scroll when the sizing and focus don't work.

    Thank you for taking the time to suggest an enhancement to our product. In this case, since the view can be resized or maximized, there is zoom in and out capability, as well as search. In addition, you can grab the diagram and move it around inside the view, and there is the show from here to there options in the menu actions. Many of our product enhancements result from feedback from our customers, so your input is always very important to us. At this time, your request for enhancement is not currently aligned with our product strategy and vision and we have no plans to address your request in the near future. Again, thank you for your suggestion and continued support.
