Cobol editor should prevent "save" action if data is entered after column 80

Customer is running RTC 602 and RDz 951.
When a developer types Cobol source after column 80 with COBOL Editor, the save action and the RTC check-in/Deliver are permitted.
When compiling with RTC, the translator ends in error with a truncation error message.
With LPEX, they can ask RDz not to save automatically if data is typed after column 80.
They need to manage that with COBOL Editor.

    This enhancement was delivered in IBM Developer for z Systems 14.0.0.5.
