Clarify and make configurable the ways to load dependencies in RDz user build

In the user build definition dialog, included in IDz 14.0.0.3, on the 2nd page of the wizard, you select the files to load.

There are 2 checkboxes:
- Discover the pending changes to load fir building "xxx.cbl"
- Discover the dependancies to load for building "xxx.cbl".

The 2 checkboxes are not options. They actually each perform an action, as they will select more files in the file tree view.

A checkbox should be a choice that is taken into account by an action. Running the processing, which can take time, should not be done by checking a checkbox.

These 2 checkboxes are confusing about what they do and how. One looks for the dependencies known by IDz and select the files only if they are to be checked-in or delivered. The other looks for the dependencies known by RTC and selects them all.

We think we should reorganize that panel and instead something like this:

A set of options to select the dependencies to use:
- use IDz dependencies
- use RTC dependencies

A set of options to select the scope to use
- select all dependencies
- select only pending changes dependencies

And a button to validate the choice.

    This enhancement is being rejected as it requests a modification that does not align with a prior RDz enhancement that was delivered and is being used by our current customers. Your request for enhancement is not currently aligned with our product strategy and vision and we have no plans to address your request. Thank you for your suggestion and continued support.

    A preliminary evaluation of this request indicates that it is consistent with our business strategy. Further evaluation of this RFE is underway.
