PDS 'refresh' not working for anything except ISPF updates

Please see IBM issue 90060-227. This pertains to RDz client not recognizing updates to PDS members unless the update is done by TSO/ISPF. TSO/ISPF is the only thing that currently updates the "user data" area in the PDS directory, and that's apparently what RDz uses to decide if a 'refresh' is 'REALLY' needed. That's just WRONG. If we update a member with IEBGENER (or any in-house written batch program) the member is updated, but the user-data area is not, and RDz does not know there are new members (for say source, or other types).

    If a program that changes the file contents does not update the member modification time stamps, we have no way of detecting a change short of reading the contents of every file. If you know that a file has been modified in this way, you can clear the file from cache which will force us to open the current version on the host. To clear cache, go to Preferences->Remote Systems->File Cache and click the Clear Cache button. Please respond if you have any questions.
