IDz. Better distribution of UserBuild and Local Property Groups configs.

Currently in IDz, the configurations of DBB UserBuild and the Local Property Groups can not be distributed to the developers via P2C, so they would need to set those configuraitons manually. Performing this configuration is out of the scope of the developers, and in most cases it involves matters that are out of their knowledge. We would need IDz to be able to distribute these configurations to the developers in an automated way so they would not need to create them themselves, or centralize that configurations somehow. As a workaround, IDz could document where those configurations are stored, so any client could try to find their own methods to distribute it.
