Strip EXEC SQL for cursor when running from cobol source

When rearchitecting DB2 interaction between IDz 15 & 16 one of things changed is that running an EXEC SQL declaring a cursor now requires the developer to mark the select statement in v16 while v15 behind the scene stripped out the cursor declaration. This is while running SQL directly from cobol source

Example

         EXEC SQL
            DECLARE C1 CURSOR FOR
            SELECT  COL1
                   ,COL2
            FROM   SOME_TABLE
            WHERE COL3 > ' '
            ORDER BY COL1
         END-EXEC

Being able to just place cursor in the statement and hit ctrl+alt+r to run the statement instead of explicitly selecting the select statement (while that is good to have also) is a little more convenient and less frustrating for the developer

    Reviewed and confirmed by IBM support.  IDz v16 does not strip out cursor declaration when selecting an EXEC SQL block.  This is a good idea to improve the user experience when working with SQL.
