more configurable BIND module for program level parameters

The actual bind module parameters are staticly defined in the environment file. This doesn't allows set parameters by DBRM files. There should be a bind instruction file whic contains the DBRM specific BIND command parameters and the defaults are defined in the environment file. The module reads and merges the bind parameters and creates the bind command. If a parameter is defined in the instaruction file for the DBRM, then it is used, else the default is used, it no value defined then the parameter is skipped.
