Make the margins for general editors work as suggested

When I use the COBOL editor, I can set a margin for maximum line length, that is checked when I try to save my changes. I get a warning when I override this setting. But when I use a general editor, I can set the maximum line length and check or uncheck 'allow editors to override the margin column'. I see that the margin line moves in the editor, when I change the maximum. But checking or unchecking the allowance doesn't do anything. I'd expect at least a warning when I have my max set to 80 and would have a line that exceeds 80. But it gets save without any warning. Opened  TS018684273 for this
