IM logs readability

In Installation Manager logs coming with IDz 15 and 16, there's a file named installed.xml (in ProgramData\IBM\Installation Manager\) which is tied to an xsslt stylesheet installed.xsl

Unfortunately this file is not readable in recent browsers, which consider this scenario to be a risk.

When the file is opened, it displays a blank page, and when inspecting the page, the console shows the message "Cross-Origin Request Blocked: The Same Origin Policy disallows reading the remote resource at file:///C:/ProgramData/IBM/Installation%20Manager/installed.xsl. (Reason: CORS request not http)."

This is a known issue since some time as there is a technote suggesting the issue can be worked around by using Firefox : https://www.ibm.com/support/pages/node/214217

However, firefox is not allowing this anymore, unless we set the option security.fileuri.strict_origin_policy to False, which is not recommended.
