Need support for migrated dataset during DEPLOY_MODULES/UPDATE/MEMBER_COPY phase

When Wazi Deploy tries to copy to a dataset that has been migrated, it fails with an error in ZOAU dtouch which doesn't support migrated datasets:

stderr_response: IKJ56893I DATA SET BUILD.PDSE.LOAD NOT ALLOCATED+ IGD17101I DATA SET BUILD.PDSE.LOAD NOT DEFINED BECAUSE DUPLICATE NAME EXISTS IN CATALOG RETURN CODE IS 8 REASON CODE IS 38 IGG0CLEH BGYSC1409E Dataset BUILD.PDSE.LOAD already exists. New dataset not allocated. 

command: dtouch -j -tLIBRARY -s2CYL -e2CYL -rU -l0 -j -- "BUILD.PDSE.LOAD"

    This feature has now been added to Wazi Deploy with the release of 3.0.7. The documentation is at https://www.ibm.com/docs/en/developer-for-zos/17.0.x?topic=deploy-whats-new-in-wazi, specifically:

    • Migrated data sets are managed in the member_archive, member_copy, member_delete, and member_restore building blocks. Before the data set is accessed to archive, copy, delete, or restore some artifacts, a control is done to check whether the PDS that the building block applies to has been migrated.If such is the case, then an HRECALL TSO command is run to make the PDS available.
      To run the HRECALL command, you must indicate the following variables in the artifact type of your environment variables file:

      • recall and its embedded variables for the PDS

      • recall_back and its embedded variables for the backup PDS for member_archive and member_restore

      If these variables are not set in the environment variables file, then the HRECALL command is not run.
